Solution Overview

SutraSoft brings the trade compliance work of an Indian textile or apparel exporter into one system. It calculates entitlements under RoSCTL, RoDTEP and Duty Drawback, tracks Advance Authorisation and EPCG obligations and IGST refunds, and scans shipping bills daily for claims that were missed.

On the same product, bill-of-materials and shipment data, the platform determines origin under free trade agreements, prepares certificates of origin and export documents, and maintains lot-level traceability together with chemical and environmental compliance records.

Compliance Challenges Addressed

India exported US$35.8 billion of textiles and apparel in FY2025-261. As exporters shift volume toward markets with preferential access, the work of proving origin and recovering incentives grows alongside it. RoSCTL and RoDTEP were reported as extended to 31 December 2026 by notifications dated 30 September 20262,3, which makes current rate and validity data an operational requirement.

Unclaimed Export Incentives

Entitlements depend on the HS chapter, the scheme code on each shipping bill and the rate in force on the bill date. Claims tracked by hand can be missed, and missed claims are rarely detected afterwards.

Proof of Origin

Each agreement sets product-specific rules such as yarn-forward, tariff shift or regional value content. Under the India–UK agreement origin is self-certified4, which places the burden of proof on the exporter.

Fragmented Buyer Compliance

Restricted-substance screening, certified-material transaction certificates and environmental records are often held in separate files, and the same data is re-entered for each request.

How SutraSoft Works

The sequence below follows a shipping bill from import to a recovered incentive. Each step writes an event to a hash-chained audit log, and each calculation records the rate table and effective date it used.

  1. Onboard Exporter

    IEC, GSTIN and plants

  2. Import Shipping Bills

CSV or spreadsheet with column mapping

  3. Check Eligibility

    Scheme codes; no dual claims

  4. Calculate Entitlement

Rate in force on the bill date

  5. Create Claims

Single bill or all eligible bills

  6. File and Track

Filed on the portal; status followed to scrip

  7. Detect Missed Claims

Daily scan, with value in rupees

  8. Alert and Report

    Notifications and PDF reports

Shipping Bill Line

  • HS chapter
  • Scheme code on the bill
  • Rate in force on the bill date

Scheme Rules

  • HS chapters 61 to 63 route to RoSCTL
  • Other textile lines route to RoDTEP
  • RoSCTL and RoDTEP cannot both be claimed on one item
  • Drawback compared with RoDTEP

Result

  • Best-scheme comparison
  • Claim created for the eligible line
  • Inputs, rate table and effective date stored

Rules of Origin and Certificates

The rules-of-origin engine looks up the product-specific rule for the destination's agreement and evaluates each material in the bill of materials. SutraSoft then prepares the certificate of origin with a sequential number. The certificate is issued by the authorised agency through DGFT's eCoO 2.0 system5.

Inputs

  • Eight-digit HS code of the product
  • Bill of materials
  • Cost, HS code and origin of each material
  • Destination agreement

Rules-of-Origin Engine

  • Tariff shift
  • Regional value content
  • Yarn-forward and cut-and-sew
  • De minimis, cumulation and absorption

Outputs

  • Pass or fail result per material
  • Determination report
  • Certificate of origin prepared for issue
  • Duty saving and 12-month expiry alert

Shipping-bill data enters through CSV and spreadsheet import. Live connectors to ICEGATE, DGFT and GSTN are planned and depend on the required intermediary registrations. Tally and SAP Business One connectors are to be tested against customer systems. Rule content for the EFTA, Oman, New Zealand and India–EU agreements is planned, along with PLI tracking, BIS quality control orders, social compliance and the full vendor journey.
